Electronics and lights randomly burning out? 128 volts?

I seem to be having a problem with my electrical stuff… namely, it keeps burning out. I’ve replaced the same light bulb twice a month at times, same with cheaper wall-power gadgets like alarm clocks.

I plugged in a multimeter into my wall outlet and it reads 128 (one twenty eight) (!!!) volts. Did it in several areas of the house, got results of 126 to 129 volts but mostly 128.

My (expensive) PC and audio gear is working just fine — been using my laptop/desktop with their “120V-250V” power supplies with no issues. I’ve put a dimmer switch into almost every room now and I can actually keep the lights going for months at a time now if I keep it at lower brightness.

Is there anything else I can/should do? This issue can be quite annoying (and expensive).
