Maxima 99 keeps blowing 15a fuses when i install 35w HID lights?

Maxima 99 keeps blowing 15a fuses when i install 35w HID lights?
I put in the HID bulbs, plug them into the ballasts, and then turn the lights on…and only one turns on and the passenger side blows the fuse. There arent any shorts as all plugs are going into the corresponding sockets. whats causing this???
