What\’s the best solution to dim headlights?

I drive a 2000 Stratus. Liked the car since I bought it, but the bulbs that came in it weren’t much better than holding a flashlight out the window. I replaced them with Sylvania Silverstars, and there was noticeable improvement, but it’s still not nearly bright enough. My lamps aren’t dirty, foggy or scratched.

I’ve heard that hid conversion kits can work wonders, but I’ve also heard that they’re not street legal and limit contrast visibility. Plus a good kit is a couple hundred bucks.

What’s the best remedy to this issue?
